Here's what I see happening if Joe gets into the presidency:
The 21 states that filed the court case against the swing states will completely ignore any laws or executive orders Joe signs. Joe sends in FBI to force compliance. State law enforcement arrests and tries the FBI agents. Joe sends in the military. The states national guard steps in and there's a stand off between forces. Someone fires (doesn't matter who), and the civil war is started.
