Actually I heard another version, that Stalin saw rape as a weapon to crush resistance. But it wouldn't surprise me if some of what you said is true too. Although it would probably be to promote the propaganda that his regime is not all that bad. Which he did plenty of that.

The problem with making issues like this a partisan issue is that the member of the party being accused will feel the need to defend their reputation lest they be accused of the same thing because of guilty by association. And they will likewise try to prove how the other side is worse. During that other issues will inevitably be brought in and the issue at hand will be pushed aside due to mud slinging. Fortunately for you I am not like that as much as I used to be. We are talking about politicians, they are pretty much all corrupt and uncaring in their own way. There are a few good ones that I know of but for the vast majority I dare say it is an argument over which turd is the shiniest. The partisan biasedness isn't much of an issue with me when discussing the morality of politicians, I dislike most of them regardless of petty party. I am sure there is misconduct involving many politicians. They are rich and in positions of power, of course they could try things in hopes to get away with it.
There was a scandal involving the K-pop group Big Bang in which a member was taking girls and selling them out as sex slaves. I think there was politicians, not from the US but other countries, that was involved in this too. So who knows what is really going on. It kinda makes one wonders about what happens to people who suddenly go missing without a trace.
