“If we don’t make a deal, that means they don’t get the money,” Trump told host Maria Bartiromo. “That means they can’t have universal mail-in voting; they just can’t have it.”

He believed that a significant number of Democrats would vote by mail so he took steps to make sure the postal service couldn't handle it and then discouraged people from mail in voting.

Due to the pandemic, there was a surge in mail in voting so by suppressing it, he suppressed votes from his own supporters; He had told people not to use it because it wasn't safe.
They listened to him, Democrats didn't.
He lost and then decided that it must be because the Democrats cheated rather than him having literally told his own voter base not to mail in votes during a global pandemic in which people are isolating.

This is obviously not the only reason he lost but it had an impact.
