I'd be all for a double-tax plan. Under one you'd be taxed at a very low rate, and those funds go towards universally useful programs (the military, roads, CDC, etc). Under the other, if you opt into it, you're taxed much more heavily, but you then have access to government funds to help pay for schooling, insurance (public option or private alternative). This way the people who want more expansive benefits can pay into such a system and benefit from it, while those who want to be left alone can be left out. I feel it would be really effective.
