Yes it is! In ALL competitive debate contests, there is a strict time limit - you cannot just talk and talk for as long as you want. If anything, election debates are the exception where they get lenient on the rules, but it would still be a debate to cut someone off and say "that's plenty, it's time for the other side to talk".

I have no problem as long as they cut both of them off abs the moderator can't do it manually.

well whatever happened in the first debate wasnt a debate either
