You assume it's axiomatically bad, but this country grew on family farms where kids worked. It's the same in the developing world, which does not want to stay in pre-development. Several people have pointed out the problems, like for example this

I think by about 1930 only about 6% of children were employed and the majority of those were working on family farms (I think the child labour laws may still grant that exception)
