Failed Drug war numbers game which targets blacks and browns for likelihood of drugs in baseless traffic stops. And all the cascading problems that creates like private prisons, felony records for marijuana, redlining, etc. Start with that.

Look up drug history. Marijuana was criminalized for 2 racial reasons and 2 business reasons. Black people made money selling it, white women would get loose using it, hemp rope was TOO durable and tobacco lobbyists didn't want competition.
