These riots were initially one person’s fault — this guy’s — then Trump gradually came to own the response when this became a national Issue by failing to convey the proper sympathy or promise real efforts of oversight or reform the way Obama did after Ferguson and other such incidents (See: DOJ consent decrees, etc.).

Plenty of blame to go around the Minneapolis PD and local and state-level governments as well, systemic racism is huge.

Rioting is a failure of government first and foremost. You have to actually address and fix the issues; telling people to sit down and shut up has a rather poor track record.
