'Small side street' would be a lofty goal on 0.1, let alone a town..

640 acres to a square mile, so it's a little over an 1/8th of a square mile...but you are not wrong, it's really small.

You can build 97 houses with an acre each and you will never even have to look in your neighbours window like a regular neighbourhood.

Hutterites do it, Quakers do it, the Amish do it, nobody seems to mind. I've worked on a lot of hutterite colonies, big houses, communal kitchens. I worked on one where they built the factories and an entire village before anyone moved in, took a little over a year.

Well, those people have a tradition of building houses and barns and living like that but hell, if they can get it built more power to them. But don't cry if different segregated ethnic pockets pop up in the future. The Balkans, here we come!
