So, looking through the story and checking all of the links the provide... you would have seen that the Obama Administration in 2014 did approve a grant to EcoHealth Alliance, a research group that tracks emerging diseases, overseen by the National Institutes of Health.
The EcoHealth Alliance is a nongovernmental research group that focuses on emerging diseases caused by human and animal interactions. The National Institutes of Health has consistently funded the organization for projects since at least 2002.
(meaning GW Bush Administration is now involved).
So, we have $3.7 million being distributed to a US research group overseen by the US National Institutes of Health. Which is very specific- they have to meet certain guidelines, etc. They're not just handed the money. And it's spread out over 5 years.

What you will find is EcoHealth was one of several groups overseen by the NIH and only received $133,000 in the first four years and about $66,000 in the second.
Now, it's that "the second" 4 years that I found really interesting.
Because if you do some math...2014 + 5 = 2019. The Obama-era funding ran out in 2019. How did they get more money and a second 4 years?
The Trump Administration re-upped the grant.
