In the pure definition of the word "rape" no. Rape means you actually have sex with somebody against their will, and what is also key here is that you are actively trying to penetrate somebody's body, or to force people to penetrate yours, and one can speak of "rape" if that attempt is succesful and an attempted rape if unsuccessful (just as you can only speak of "murder" when the victim has actually died).
Now the question is if the use of sex toys can be a form of sexual abuse in general. Then the answer depends on many factors. If you use them to masturbate in public, I guess you can be sued for them, yes. Now if you use somebody's picture as a kind of sex toy, then we cannot speak of rape, as rape requires actual physical contact between raper and victim, but (porn pictures who were shot for that purpose) would you feel good if you knew somebody was masturbating by making themselves horny while looking at a picture depicting you? In some ways it DOES feel kinda awkward, doesn't it? Now here's a strange thing, as then you cannot know if somebody is actually doing that, however if they make that public, then perhaps it can fall under a kind of sexual harassment. This is also the reason why YouTube now forbids comments on videos depicting children as pedophiles often placed time marks were a kid was (unwittingly) in a pose that could be sexually exciting, making it clear the images were used for masturbation, and especially when it handles children the thought is disturbing. As moderators could not keep up with this issue (and mostly the time stamps were already copied and pasted by unwanted poeple before moderators could act), they chose to ban commenting on kid's videos in general.
Now what you must take into mind. Sexual offense cases are the hardest cases for court to judge. For as well prosecutors, lawyers and judges, and in case there's a jury (not all countries have a jury) for juries. The question if there's actually an offense is always debatable, and guilt or innocence next to impossible to prove, and the prejudiced public opinion of ignorant fools never helps either.
Using sex toys in general should never be an offense. Those toys have no mind, and were made for this very thing. However when toys actually depict real people or are even used to depict real people the story can get different, so then the question about an offense can be vague. However it can never be "rape" as that requires physical contact and even deliberate penetration.
