What really happened is that all those solar panels were tied into the grid instead of directly into a house. So all the power they made instantly got used.
The correct way to use solar panels is to tie them into batteries that store the excess energy (see power wall) then you have a switch that keeps the power going to your house and not into the electric grid. Then you sit in your air conditioned house and watch your neighbors mess with their solar panels and bang on them because they aren't working.
