1. No not every VP couldn't get votes because not every VP ran for president first. Pence never ran, did he lose his election? Don't remember seeing him on the ballot.

2. Kamala dropped out with single digits in her own state. She didn't just not get enough votes like 2nd place in the presidentials, she couldn't get votes period. Dropping out in round 2 is not the same as losing by 5 points from being in the Whitehouse.

I think after reading the above that it would make the most sense for Bidens VP pick to be someone who didn't attempt to run as president, if it has to be a woman and preferably colored.
