Pretty sure they did that to keep the government from doing anything against the people. You know, like they wrote about in their letters to each other.

The second amendment had 3 purposes. 1) Defend against all the other European buttheads who might want to invade. 2) Protect the people against their own government, and 3) Self defense. All backed up by written comments made by the framers themselves.
