However I do agree that guidelines should be followed where it is necessary, such as in high infection concentrations.
However, there are states with rural areas with little to no cases, for example Kansas.

Kansas' infection rates are clocking in at 10% of those tested. That's in the meme.

So they should definitely be cautious right now; the virus doesn't care how rural you are, and it's not like Kansas is known for their investment in medical infrastructure.

I know that. However the majority of positive tests come from a few hotspots and they should be cautious.
