The point of the meme is to raise the question: Is there a political motivation leading to a surge of reported deaths in certain states? I think that very clearly the answer is yes, but that's my opinion. I feel that there may be some merit to the claim that states are reporting covid deaths incorrectly to increase statistics. 4 of these states listed also forced nursing homes to accept covid positive patients, putting the most at-risk people right in the thick of it.
