For practical Purposes It does mean that. Emboldening criminals and encouraging an ever increasing list of demands. Doing Police reform in an effort at addressing police brutality doesn’t require giving criminals free reign and CHOP zones.

In the current situation of anarchy spawning all over the USA, more funding should be GIVEN to police, not taken away.

Plus the budget has enough money to fight real anarchy

Not true in times like these we need more money given to teachers so we can get back in school next year.
