Hmmm... Steam isn't my specialty, but I'll give it a try. I can tell from the number plates that it's #1578, and judging from the unique profile of the tender, and how powerful the locomotive is I'm inclined to say it's Union Pacific. Wheel layout is 4-6-2, correct?

Lol, well Union Pacific was a good guess based on what I know, but I found this when searching up C and O engines. I have no idea what the layout it XD

I didn't know C&O ever had steam engines like that, that looks more like something that UP would use on hills and stuff. It looks pretty similar to the 4014.
