They didn't try to abolish, but rather set up their own God ordained institution.

As the verse above says: "there is no authority except that which God has established" God is sovereign and in control. He expect the govts to enforce his standards by the rule of law. Those who don't are sooner or later removed and replaced with those who do. Someday Christ will return to earth and rule himself.
