The problem Rand had with the bill is that most people would define lynching as a mob killing someone without legal authority (often because of race or other differences), but the bill defines lynching as conspiring to cause bodily harm or damage religious property (among a few other things). So the bill has a wider definition than what most people would consider lynching.
