I don't know enough about HAARP to make an intelligent comment.

Regarding the leakers,clearly he's had to deal with disloyalty, and that's a proven tactic for weeding them out.

My only advice to him on that would be to try and use information that wouldn't give the lying snowflakes in the media a chance to make him look bad.
