What he's doing is hardly argumentative or hostile in terms of intent. Only if the firearm was in his hands, or shouldered, could the case for "confronting" be made.
Based on his size relative to hers, taking into account he's possibly up to a foot taller (or less), it's pretty clear he's nowhere near face to face with her.
Look at the angle of his head. He probably isn't even looking at her, although we just cannot know for sure where he is looking since we do not see his eyes. She's probably not even looking at him, given the obvious distance between them.
And, as we all know, and saw recently with the (as it turned out, cropped) photo of "red necks" protecting property in Minneapolis, which was actually a multi-racial group protecting property, a photo like this can be easily cropped to make it look a certain way. Then we'll get some SJW snowflake saying it means something it doesn't.
And finally, why would anyone assume he's a republican? Are we to believe that only republicans own firearms and would want to protect their property?
