The top 250 crowd are many that used to be enthusiastic about memeing, and many have just gotten burned out. I hit a little bit of it myself, took an extended break and now have found a little more steam, although not anywhere near as prolific as I used to be. The site has also changed, and the point system isnt what it used to be. Those of us in the top 250, although accomplished, have admittedly lost touch with the crowd that now frequents the site and dont necessarily affiliate with popular humor. It's actually not bad to get there if you really try to make relatable memes that many can enjoy. I have many friends in that 250 group, and many who are not. It's not as glorious as it first seems when joining the site, but I am honored that so many others thought me worthy to get there so there is that.
