Technically looting is theft for personal gain. Dumping tea into salt water has a personal gain factor of zero.

There was personal gain. Colonists like Samuel Adams and John Hancock were smugglers who brought in and sold Dutch tea to avoid British taxes.

It was not King George's property. The tea belonged to the British East India Company, which was a private company. King George collected the taxes.
