I know from experience as a moderator on many many sites, that true trolls are like cockroaches and that bans can always be bypassed. It's actually very very easy and everything you need is freely available on the internet. Not gonna explain what you need though. Best is not to give any more attention to that than notifying the staff in private.

That still makes that the same story applies... Bypassing bans is pretty easy, and attention-seeking is mostly the goal. Not giving them any and helping the moderators to delete their accounts as soon as they are created is mostly the best way to go.

IP addresses are not a trustworthy source of information. I can't say if imgflip supports it, but what I can tell is that IP addresses are very extremely easy to falsify. The tools you need for that are freely available on the internet. So no matter if IP banning is possible... it won't work on the longer run. And trust me... I've been a site moderator to a big community recently and also been administrator for several sites and I've been "at war" with many abusers who managed to bypass IP addresses very easily.
