You have to wonder if this is #FakeNews or not. I'm not going to research it, and I'd even be willing to believe this is an actual tweet sent back then. Not that he knew anything about what was about to happen... or could he?

Seriously though, you have to wonder who is writing his tweets, right? They're actually coherent, so you know it wasn't Biden.

Biden presumably has a social media manager on staff. Trump, tweeting his incoherent thoughts on a daily basis, makes it safe to presume he does not.

Why would Biden be saying this in October 2019 before anyone was aware of the present situation?
What is the context of the tweet?
Seems hardly consistent with the efed up mind of Biden and so, Why would his handlers be commenting on pandemic preparedness at that time?

So in response to a newspaper article. I wonder why the post was writing such an article. I can only see that Biden was commenting because his name was mentioned but it seems an obscure subject to be writing about in October last.

It might seem obscure to you but scientists have been warning for years that a pandemic was inevitable. It may not have made the front page but it was big news, for that very reason, when Trump dismantled the pandemic response team put in place during the Obama administration. Many people were sounding alarm bells after this.

Then of course by the time the world knew the threat Covid19 posed, Trump spent weeks denying it before taking any meaningful action. To this day he continues to compound the problem by mocking his own health team's strong recommendation to wear a mask.
