That report on missing and murdered is something you should read, in regards to whos doing it, native on native, usually by someone known to the victim. There's alot of problems and decades of toothless government does not help. Abolish the Indian act would be a start, allowing reservations commerce, cutting the purse strings etc. Look at the prosperous reservations in BC and the failing ones in Manitoba, high suicide rates, drugs, alcahol. I've bin around reservations and natives my whole life. There are some interesting articles comparing Hutterite colonies to reservations and why couldn't reservations run themselves in the same way and it all comes down to the Indian Act.
