If only everyone wears homemade face masks in public and the goverment make more random test, the pandemic would be controlled. With higiene and social distancing.
It's neccesary to lower the R under 1. Because that means the virus is being stopped. And it does not lower it, if there are random people with and without mask in supermakets. Mask are for mostly for protecting others, not for protect who carries them. That's why must be law enforced.
If not law enforced, people would need to buy special equipment to be protected: n95 mask and protection glasses. Which really protect carrier. Always wash hand before put in /put off any mask.
The problem is when this started in other countries before, did not enough to prevent the virus goes in too.
Social distancin and washing hands only is not enough when the virus can stay in the air 30 minutes.
Confinement is a wrong measure. And mostly because it stops economy and the people must go anyway to the supermarket, and they are without mask/glasses. They get infected anyway with confinement.
Mask and test are the key. The rest of the measures are secondary
