I think he means that the flags are kind of alike because they both have red and white stripes and a blue square on the top left corner with white stars. Only the U.S. flag has 50 stars and the Liberian flag has one star.

I had to make an account just to reply. yeah no, Romania had an emblem on their flag and they decided to change it AFTER Chad gained independence in 1960. they changed their flag to the current one in 1989 so they really copied Chad.
