Remember that Garland was up in an election year at the end Obama's eligiblity (meaning he couldn't be re-elected) to be President and that such SCOTUS appointments in those years are no practically non-existent in history. Non hyper partisans who can look beyond party lines do.

Nope. If you read any related history you would see that Garlands nomination based, on the timing and the President leaving the White House after max term, was a statistical improbability. That's not partisanship if it's normal.
