The first. Procrastinating doesn't usually work out.

Hey! I'm a pro at procrastinating! It's a skill. At least that's what I tell people...

If the early bird waits long enough, it will get the worm.

Both, you can't expect everything to go your way right this instant, but you can prepare and get ready patiently and when you do have an opportunity, take it and don't waste time

I like your thinking there.

*wait for it plays in background*
I mean like, I think Hamilton can speak for itself. Aaron Burr is "willing to wait for it" ("it" being able to be with Theodosia). He didn't just jump out of his carriage and say screw you, Theodosia's husband, I got here first and I'm taking your wife. Her husband is a British officer and that would RUIN his already-bad political career. I know that's a bad example, but it's Hamilton so just go with it.

*hurricane also plays in background*
But also like, Alexander Hamilton jumped right into basically everything, and some good things came out of that. He didn't wait to write about the hurricane, which got him sent to America where he didn't die and he lived a very successful life that was to change the world forever!

So really I'd say it depends on the situation (or song)

The early bird catches the worm. Good things come to those who wait, but only what´s left behind by people who get there first.
