Yup. This reminds me of the argument where people say Vegeta's better than Goku because he has a positive character ark, which is when a character believes in a lie ( for Vegeta strength is all that matters and everything else is a delusion for the weak ) then changes and ends up believing the truth ( other things like friends and family matter too ). Those people seem to forget that Goku does have a lot of character development in something called the flat character ark. Basically the character's beliefs don't change ( for Goku you can be better tomorrow than you were today ). Goku develops the characters around him, while expanding yet not wavering in his own beliefs. People don't seem to notice that and in that way Goku is a misunderstood and underrated character (as well as difficult to write ). Vegeta and Piccolo fans should really stop using the ' Goku doesn't have any character development' argument because it's straight up wrong, it's just that you need to read between the lines to see it. Sorry for the rant but I needed to say that.
