pikachu is cool, but stat-wise, charizard would win. Pikachu is a bit overrated, it has medium stats, and it has a rarity of uncommon. Charizard, however, is also a bit overrated, but it has high stats, and it has a rartity of rare because it is a starter. Sure, electric beats flying, but type advantage isn't everything. it depends also on how high-level they are too. If charizard was 50 and pikachu was 60, pikachu would win. If charizard was 40 and pikachu was 40, charizard would win. but if charizard was 45, and pikachu was 50, it would be fair game. their moveset would also matter, but that would be too complex for me to explain. based on all of this, charizard wuld most likley win.
