You can be content to be governed by fear. There are better ways to address the issue at hand than shutting the nation down and spiraling into a depression, which will be far more dangerous for many more people than this virus ever could be.

Well, you've got a point. A quarantine is damaging to the economy.
But, no need to cause civil disobedience.
Moreover, 'keep calm and carry on' is a typically British motto.
Starting to think the American motto is 'get livid and make a fuss'

Keep calm and carry on has been popularized pretty much everywhere thanks to The CHIVE. Anyhow, I would say the meme I recycled is suggesting a peaceful civil disobedience by simply reopening business and getting people back to work. As long as they take proper precaution to wear PPE and sanitize surfaces, I fully support this. Some times a little civil disobedience is needed, like now, for instance.
