Given that the recommendations for someone with the coronavirus are wholly dependent on the symptoms one has, the only thing testing actually does is keep records for statistics. Getting testing does not benefit the patient at all. It may influence the level of isolation expected/demanded of them, but that doesn't benefit the patient, only those who may have come into contact with them while they were asymptomatic. So unless you're suggesting we test every individual in the U.S. regardless of symptoms (which is impossible even if you take money out of the equation), what is your point?
