I never watched Dragon Ball Z. What is this?

Not my final form, that's what it is.

It's a scene from the Namek Saga. To put it simply Freeza ( the one in the picture ) is looking for Namek's ( Piccolo's origin planet ) dragon balls in order to wish for immortality. I'm not sure, but I think this happened during the fight between either Goku and Freeza or Vegeta and Freeza.

So basically Frieza's on the flour and that's all I need to know.
