You do understand what a conspiracy is right? Its when multiple people work together toward a common goal. That means Congress is a conspiracy. The democrat and republican parties are conspiracies. The people working at McDonalds are a conspiracy.

The Oxford English Dictionary defines the word "conspiracy" as:

1. a secret plan by a group to do something unlawful or harmful.
"a conspiracy to destroy the government"

2. the action of plotting or conspiring.
"they were cleared of conspiracy to pervert the course of justice"
