No, not a crime and especially not a felony. Felonies should be reserved for causes worthy of spending taxpayer dollars on. Point the punishment at both the individual and their parent, that's what I think. Bullies have been around long as history, they aren't going anywhere. Given that, I think it is up to the individual to either react to them and dignify their behavior (wrong answer) or ignore and/or report them accordingly (right answer). The bullies I've dealt with in the past didnt get the time of day from me. If I gave them time of day and they still didnt respect me, or disrespected someone I loved, I did something about it. Only twice did I resort to violence, and only one of those times did i lash out first but it was because i was cornered. The other was a time when i was among friends and i said something defiant that the bully thought i shouldn't have, and they struck me so when i fought back i was not only justified but had plenty of help to put them in their place.
