Well as a teacher i can tell you it's probably not true. Purposely failing students or even acting like you hate your students is grounds for termination for any teacher. Schools generally want their students to succeed, not always because they care that much about the students but because they lose valuable funding if their students aren't performing up to par. Sad but true. If anything they pass students who aren't really learning. If any teacher is mistreating, belittling, or being condescending to you please let your parents know or a school counselor. No student should go through that. Teachers are stressed out and under paid but that's no reason to treat students like trash. Is there a subject you're especially having difficulty with?
