Local governments are not responsible for immigration laws. Local governments deal with the issues in their communities. In the community where I grew up, American citizens whose ancestors share the same ehtnicity with many "illegals," were the majority population, until my teens. I never learned to hate them because of their ancestry. And, there is no law against private companies and local governments issuing I.D.s I used to have one from Disneyland. It is just as illegal to issue one as it is to tear up a stupid speech. Your hatred of people different from you shows through your misunderstanding and misstatement of the law. As for the supermarkets in Califonria, they are owned by capitalists. They got into the ID business to help people pay utility bills, for a fee, and to get them to cash paychecks and shop at their stores. The only color that mattered to them was the green of their customers' money. But, this is the perfect Trump Toadies racist non-issue. Brown people being helped by someone rather than being abused by the Bully in Chief.
