If guilty requires 2/3, exonoration should also. I'd maybe consider him exonorated if the jury had gone 2/3 for acquittal. It's a hung jury as far as I'm concerned.

You're basically correct. It is extremely hard to show a politician innocent or guilty; his supporters will always believe he is innocent, and his detractors that he is guilty. Remember Benghazi?

The burden is to prove someone guilty. House FAILED miserably trying to do that since, ya know, all the evidence shows he wasn’t.
