Correct. The House makes the case and calls all witnesses necessary to do that. Once they present the case, the Senate ONLY is to try the case presented. Not add more information to the case with new witnesses, etc... The House failed to call them, they have ZERO right to say anything about the Senate not doing it.

No. It's an indictment. You just have to say that the charges are serious enough to warrant a trial. You make your case and call your witnesses at the trial.
