I have to admit I rather like the internal sense of justice.
but I just want to make sure I am reading you correctly.

And now you know why I am not running the world. Over population would never be an issue, crime would be low and political office holders would walk a real careful line.

I am not much on hypotheticals but off the top of my head: political representatives at state and below must live in the district they represent for 5 years prior to taking office. Counties have veto over states, states over federal. State drivers licences for non citizens would be valid only in the state issued. Extreme crimes would be an automatic public execution, carried out within 24hrs. Any public official convicted of abusing the office would get life without possibility of parole.

NP, it is really more of the same, rule by fear but this time around the ruling class would be the ones running scared.
