"Winning the wars" misses the entire point. Our policy isn't to "win" wars, but to keep these leaders in check. Winning a war involves moving in and occupying and rebuilding. That doesn't seem to work, which is why it wasn't done prior to Bush's blunder. It's easier to blast them into submission every few years and prop up leaders in the area to keep others in their place. Now that we're almost 100% independent with our oil needs, that whole reason for being there in the first place seems more and more moot, for the US, not so much for Europe, who is still dependent on their enemies for their energy needs.
