You need to read Roberts Rules of Order. Yes. The rules do allow for Point Of Order and other interruptions for the good of the process. However, if you suggest that any of the childish display we have seen from House Republicans was for any purpose but to disrupt and distract, you will have to sell that to another fool.
Inspectors General provided audits and investigations of suspected irregularities for 24-of the 30 years I worked for the government. As Regional Director for Public Affairs, I read many of their reports pertaining to my agency. The I.G.s are serious people. Their reports are detailed and factual. They adhere to the law and established regulations and hold the parties they are auditing and investigating to the same standards. The DOJ I.G. did not report any problems with information from a long time FBI informant, Christopher Steele,used in the process of obtaining a FISA warrant. He noted many problems with details in how the FBI processed a FISA warrant. But, he did not single out the "Steele Dossier," as an issue in this process. He noted that the people processing the warrant made too many mistakes in the process. In my experience, he was well justified to make a big deal out of this. We all have bad days, we all get distracted, we all want to rush through tedious tasks. But, when people in important jobs serving the people don't do their jobs with appropriate attention to detail, they open the door for questions about their motives that should never be opened. I know that if the FISA warrant had been requested in an investigation of a Democrat, that party would be unhappy.
