Well, technically the "wall" of Mexican soldiers that the Mexican govt has put in some places along the border, is being paid for by Mexico.

Given that the cost of the wall is relatively small, all he's got to do is slap a fee on something that the Mexican govt will have to pay, and BAM! The wall will be paid for.

Mexico is going to pay for it through lost revenue. Mexican workers come up here and send money back home, then Mexican government taxes it.
