Depends on the look and context. Let's say there was a girl hanging out with her friends. She looks at you and you catch her staring. Then she stops and giggles with her friends. Depends. If a girl stares at you, and when you look at her, she shyly or quickly looks away, that means she likes you :)

If she’s giving you a dirty look (not that way, as in the evil eye) she hates you

If she licks her lips and winks while looking at you, run run, as fast as you can.

I remember telling someone to be quiet and a girl(a cute girl) was right being me. I yelled at the person to be quiet, and I noticed every body was looking at me. The girl behind me looked at me too. But the thing is She didn't just look at me and look away, She Stared at me for a couple of seconds longer like she was in a trance.
