Technically yes, in one sense of the word. The origin of the word anime simply comes from the Japanese taking the word "animation" as a loan word, intended to refer to cartoons, and shortening it to key syllables, as they often do with loan words. ("smart phones" gets shortened to "smapho", "erotic game" is shortened to "eroge", etc.)
The fact that it later evolved to specifically refer to Japanese animation style is beside the point.
