Which are more annoying

Upvote beggars are more annoying because they flood pages with unfunny memes about begging for upvotes. We are here to enjoy funny memes and laugh at them, not to beg for upvotes. They are taking away the meaning of the points system. Points and upvotes should be earned from someone's creativity and humor, not by means of begging.

Upvote beggars are worse because they're taking away from a site that should be about creativity and humor and just cheating to ratchet up points that should in fairness be earned. Those who complain about it like me are just pointing out that fact.

They're both annoying but complainers are more annoying because they are begging for downvotes

Can't say I've seen anyone try to beg for downvotes. You mean telling people to downvote upvote beggars? I've never gone that route, i just say upvote beggars should be ignored so the true memers can get a chance at front page. But evidently 90% of imgflippers disagree.
