A president can chose whomever they want to conduct foreign policy, including negotiating with countries that we have a senate ratified treaty, intended to root out corruption... like Biden's.

That means no, not whoever the President wants with no accountability, not Rudy Giuliani who was not confirmed by the Senate, and you are wrong.

Special envoys are whomever the Presidents wants them to be. He needs no approval form anyone. Their mission may be public or private and they require no accountability to anyone other than the President.
